Clear Channel are the biggest force in radio station ownership, and have benefited most from the deregulation that allowed consolidation of local stations to go ahead. Their chief has ties to the Republican Party.
They did get most attention during the debates over freedom of speech, and Eliza Gilkyson put this line into her song "Highway 9": They've got their own clear channel and a helluva spin"
However, with regard to the Dixie Chicks, their record is mixed. Some Clear Channel stations never stopped playing the Chicks, and the company were actually involved in sponsoring the TOTW tour in 2003. Although some station managers treated them harshly, and some employees got into trouble for trying to support the Chicks, they never had a company-wide ban affecting all areas.
The two media companies which banned the Dixie Chicks from the airwaves (they say for a short period) were Cox Media and Cumulus.

I don't know if playing WOS is a sign of the times changing. That's the one song that seems to be "allowed." I'd be more impressed if they played something from Home (other than Landslide). I wouldn't even begin to think they'll play anything from TTLW! That's when the tide would have truly changed!

A pic of Nat from the NRTMN video fronts the intro to CMC By Request (along with many other artists of course) here in Aus on Country Music Channel... I have to say I was shocked to see it appear. Granted, the Chicks were never really blacklisted here like in the US, but they're still almost non-existent on country TV channels (wouldn't know about radio though). The only song that seems to play is LTG... don't know why.
